You will serve as a General Business and Industrial Specialist in the Rapid Capability Engineering & Integration Department of NAWCAD WEBSTER OUTLYING FIELD.

Duties

You will work collaboratively with the Division Leadership, acquisition analysts, and the Contracts Department to develop rapid response contract management plans. You will process operational requirements for rapid response systems, program initiatives and project plans to include routine and non-recurring data-calls, maintain various tracking sheets for programs and initiatives. You will coordinate submissions of program/project planning data received from components and supporting organizations. You will evaluate affordability of programs by reviewing Earned Value Management (EVM) performance indicators, budget controls and cost estimates.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following: (1) Providing business management, acquisition/contract management and funding support to accomplish acquisition program requirements; (2) Collaborating with internal and external contacts to develop contract management plans for allocating resources among various project efforts; (3) Coordinating program initiatives and project plans, including routine and non-recurring data-calls and maintaining tracking sheets; (4) Participating in the review, coordination and integration of data of assigned projects to develop plans and objectives that ensure management will have an effective and economically sound plan for reaching overall program objectives; (5) Preparing timely and detailed responses related to budget reclamas; and (6) Interfacing with managers or other agency personnel to devise alternative strategies that are achievable within assigned program budget/schedule parameters.
