This position is located at US Mint,MINT/HQ/Dir/CAO/Human Capital/Human Capital Man Div. As an HR Specialist, you will be responsible for managing the United States Mint's local and national Employee-Labor Relations programs, drug-free workplace programs, employee assistance programs, workers compensation (oversight), provides the full range of management/employee advisory services; and oversees the work of the Administrative Resource (ARC), a Federal Center of Excellence.
Duties
As a/an SUPERVISORY HUMAN RESOURCES SPECIALIST, you will:
Serve as a technical authority in the areas of conduct, performance and attendance.
Identify and propose solutions to employee relations problems and issues that are unique and precedent setting.
Evaluate and make recommendations concerning overall plans and proposals for employee relations projects.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
Specialized Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:
Experience developing and implementing human capital policies and procedures, specifically in the employee and labor relations disciplines; AND
Experience applying a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on employee and labor relations issues, problems, and situations; AND
Experience in research methods, information gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered impacting federal employee and labor relations; AND
Experience in negotiation procedures and techniques, advocacy, mediation, interest based bargaining, or other non-adversarial problem-solving approaches sufficient to resolve problems and advise management; AND
Experience in conflict resolution techniques sufficient to interact in occasional highly charged emotional situations because of delicate or highly contested case matters and determinations; AND
Experience in oral and written communication techniques sufficient to formulate and present arguments and advisory opinions and to prepare legal and case documents.
For the GS-14 you must have been at the GS-13level for 52 weeks.
