The primary purpose of this position is the objective of the position is to provide effective management and directorship of the administrative, financial and technical aspects of the Plans and Programs section.

Duties

Plans, organizes, and oversees all wartime and contingency activities. Performs analysis activities. Acts as the focal point for the unit in providing technical guidance and recommendations to senior leadership regarding unit programs. Ensures personnel readiness.

  • The incumbent will be required to complete mandatory UDM training to include IDS/LOGMOD training, ART, SORTS, DRRS, and Pallet Build-Up/Hazardous Cargo Preparation training.
  • Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
  • Shift work and emergency overtime may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of and skill in applying operational and exercise planning principles including the ability to effectively operate the JOPES, and DCAPES. In-depth knowledge with the Functional Area Manager (FAM) duties and responsibilities, which includes management and planning of all personnel and equipment within the command to support wartime and peacetime contingencies. Knowledge of the theory and principles of management and organization, including administrative practices and procedures pertaining to areas of responsibility, channels of communication, delegation of authority, and routing of correspondence. In-depth knowledge of regulations affecting such issues as wartime and contingency operations, exercise support, security procedures, support agreements, Base Support Plans and non-combatant evacuation procedures. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education that meets the qualifications for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Presidential Decision Directives, Executive Orders, United States Codes, DoD, HQ USAF, and MAJCOM policies relating to deployment and readiness of Air Force resources. 2. Knowledge of federal planning policy and guidance to include publications applicable to the Functional Area Manager (FAM) responsibilities. 3. Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainmnent, redployment, mobility bags/small arms weapons, and logistics command and control functions. 4. Knowledge of and skill in office automation software functions to support office operations and produce a variety of textual documents such as letters, reports, form letters, slide presentations, and spreadsheets. 5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit programs and readiness. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
