The Program Support Assistant is assigned to the Mental Health Service at VA Saint Louis health Care System in Saint Louis, Missouri. The Program Support Assistant (PSA) provides clerical and administrative support services to the facility's homeless programs HUDVASH program.
Duties
Responsible for a wide variety of duties associated with the effective execution of HUD-VASH Programs for the VA St Louis Health Care System (VASTLHCS). Works in tandem with Mental Health Staff as a unified team to manage administrative support for HUD-VASH Programs. Establishes internal procedures and mechanisms to receive, consider, and respond to patient inquiries, complaints and requests for assistance. Continuously monitors program activities, reports, coordination with professional staff, etc. and identifies potential problem areas and trends requiring further study.
Provides clerical, administrative, and logistical support essential to professional and technical staff of the HUD-VASH Program. Duties include personnel administration, purchasing and supply management, office file management and office automation as directed by immediate supervisor.
Schedules and arranges site specific meetings and conferences to ensure greatest efficiency and access to clinical group rooms or conference rooms. Works collaboratively with clinical staff to update and maintain accurate and current group room calendars; notifies those who are using rooms; prepares monthly calendar; compiles and distributes to service leaders. Arranges for space and supports arrangements for clinical activities and meetings. Manages the dissemination of Evidence Based treatment materials (electronic workbooks, measurement based care tools, printed materials, etc.) as well as program materials (patient handbooks, release of information), and tablets/iPads to Veterans in order to ensure ongoing access for new referrals and minimize barriers to care based on lack of technology or geographical distance to in person care, reducing the need for community care consults coordinates care with other programs involved in Veteran's treatment plan.
Communicates regularly with the Veterans, caregivers, families, and VA approved providers enrolled in their respective program; serves as the point of contact for the program and provides vital administrative program information to the Veterans, caregivers, families, VA approved providers, and other VA staff.
In collaboration with supervisor and/or program manager, develops and maintains program specific interdisciplinary leave planning calendars. Coordinates with supervisor and/or program manager to accurately report daily staffing levels and ensure that care is delivered without interruption to Veterans. Collects and enters applicable data into database - including the number of Veterans enrolled in a program, visit compliance, active applications, application processing time, application status, and other relevant program data. Performs project tracking, prepares briefing charts and reports, and ensures required metric reporting is completed. Reviews documents, reports and applications for omissions and inconsistencies, and ensures data entry is complete and accurate to ensure compliance with guidelines. Presents reports to staff, management, and leadership for
informational purposes and to support recommendations for future activities. Compiles data from supervisor and/or program manager, or other sources and applies basic analytical methods (reviewing process data to determine whether or not areas have met performance goals, providing contextual information related to patient experience and complaints, extracting data from various sources in order to present findings to management through charts and graphs, etc.) to help ensure the Health Care System, VISN 15 and VACO office of Mental Health meet program goals, objectives, and guidelines. Provides initial analysis (through the gathering, pinpointing, consolidation, and rendering/interpretation) of daily program issues - identifying information that will be useful for decision makers within the service and outlier data requiring immediate attention. Maintains substance abuse program databases, tracking internal reviews, action items, quality measures, and the efficiency of the specialty program to which assigned.
Work Schedule: Monday - Friday, 8:00am -4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Position requires the incumbent to possess and maintain a valid driver's license and pass/maintain VA facility driver training and physical.
Typing Proficiency Requirement: In addition to meeting experience or education requirements, applicants for this position must show possession of the following skills:
Must have the ability to type at least 40 words per minute. Proficiency in typing must be documented on candidate's application, other written format, or by self-certifying to their proficiency.
Words per minute are based on a 5 minute sample with three or fewer errors.
The maximum number of errors allowed in a dictation sample equals 10 percent of the required dictation speed (80 words per minute or 120 words per minute) multiplied by the number of minutes in the sample.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert at independently performing clerical and administrative support duties related to purchasing, supply, records management, budget, etc.; plan and establish priorities and ensure deadlines are met; preparing forms and correspondence; maintaining calendars, planning and coordinating meetings; maintaining a suspense system; collecting and compiling data into report format; utilizing and understanding computer operations and automated systems (such as various Microsoft Office programs) to create spreadsheets, databases, and reports; attention to detail to perform data entry functions with accuracy; and have a high degree of skill in oral and written communications with a variety of people from different backgrounds and different levels of understanding. Analyzing data preparing graphs, charts, presentations, maintaining a database system; tracking and logging expense items; establishing and maintaining an efficient filing and reference system for all files; using automated data processing equipment to generate a variety of reports; typing letters, memos, reports, etc. in final form; processing incoming and outgoing materials such as correspondence, gathering data; preparing reports, and making recommendations; develop findings, recommendations, and justifications, etc. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment..
