You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Platform and Payload Integration Department, Office of the Deputy Department Head (Code 40) of NAVUNSEAWARCENDIV NEWPORT RI. The incumbent will serve as an Administrative Officer, to provide direct support to the Department Head (DH)/Deputy Department Head (DDH). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will lead the oversight and guidance in managing administrative resources. You will provide acquisition support for DH/DDH including preparing procurement requests, evaluating proposals for work, and/or maintaining procurement and contracting records. You will review and approve for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate Federal procurement regulations, for all procurement actions. You will support the Department Deputy and Senior Leadership Team and supervisors in workforce planning and analysis of Technical Capability Health Assessment workforce gaps You will provide assistance to Department supervisors in the development, management and tracking of hiring plans and hiring billet allocations. You will serve as a liaison with Human Resources for DH/DDH, assisting with the submission and requirements of personnel packages. You will track personnel actions and coordinate with the HRO to assist supervisors in developing solutions to personnel problems. You will provide direction to maintain and update department administrative processes including correspondence, scheduling, timekeeping, use of communications equipment, awards, travel, contact lists, data calls, training, HR matters.

  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9 and GS-10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing administrative management services to assist in the management and operation of an organization. Examples of Qualifying experience: helping management to identify its financial, personnel, material needs or problems; assisting management in the development or maintenance of sound organizational structures; and/or seeing to the effective use of an organization's personnel, money or materials. NT-04: Education substitution:
Successfully completed a Ph.D. or equivalent doctoral degree
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
