About the Position: (1) Position may be filled as a temporary promotion or temporary reassignment NTE 12 months by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. (2) Position may be filled as a temporary appointment NTE 12 months if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.

Duties

Manage an installation spouse and family member employment assistance program. Conduct workshops, seminars, and provides advisory services on career, occupational, volunteer and educational issues. Develop partnerships with a wide range of corporations and small businesses to support long and short-term employment and training opportunities for spouses and other eligible members. Design marketing strategies and public relations programs to ensure target population is informed of the DoD employment assistance program. Brief installation leadership and community members on local and national employment trends, employment demographics for spouses and family members of DoD personnel, and work-family issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You will be required to complete a 1-year trial period for this position.
  • This is a Temporary position intended to last 12 months. A temporary position may be extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Employment Readiness Program Manager: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Sociology or other related disciplines related to behavioral or social science. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialize experience which includes experience providing career counseling services such as conducting interviews to determine career progression, providing training for clients to develop job placement skills, advising on occupational trends, advising on educational/vocational needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Psychology, Sociology or other related disciplines related to behavioral or social science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
