About the Position: Serves as Chief, ASAP (Army Substance Abuse Program), manages and implements the installation program.
Duties
Serve as Chief, ASAP (Army Substance Abuse Program), manages and implements the installation program.
Assure military and civilian drug testing is performed IAW with prescribed procedures to include chain of custody procedures and physical security measures.
Develop, executes and monitors the ASAP budget.
Orchestrate drug and alcohol prevention efforts for the installation, such as education and awareness for all employees.
Prepare a curriculum to be use by organizations regarding high-risk factors and efforts to alleviate risk.
Perform all actions in support of personnel, e.g. hiring, orienting, contracting, directing, supervising, monitoring, and evaluating performance.
Requirements
- Position may be designated Emergency-Essential (E-E) in support of mobilization and wartime mission.
- Position may require that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- Duties of this position may require the employee to obtain and maintain the designated security clearance.
- Temporary Duty Travel (TDY) may be required up to 5%.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Basic Requirement for Army Substance Abuse Program Manager:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Sciences.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes applying the principles, methods and practices of behavioral/social sciences to evaluate the need for direct services, training, and coordination with other agencies regarding the Suicide Prevention Program and the Substance Abuse Program; developing training materials, methods and techniques for the Suicide Prevention and Army Substance Abuse Program for active duty and civilians members of an installation; briefing senior leadership on matters pertaining to Army Substance Abuse and Suicide Prevention; assisting with inspections of prevention program to ensure technical competency and regulatory requirements are being met. This is the definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
