About the Position: This position serves as a Deputy Division Chief for the Data and Platforms Division (DPD), assisting the Division Chief in the management and execution of multiple technical product lines to deliver mission capability for a Major Army Command (ACOM), U.S. Army Futures Command (AFC). located in Austin, TX.

Duties

Responsible for the day-to-day operations of the Division with two mission specific Branches. Lead a data-driven, decision-making culture across AFC in support of its primary mission to transform the Army. Coordinate data science and engineering, computer science and engineering, software development, operations research, knowledge management, business process, and program management functions to inform timely and effective data-driven decisions Responsible, along with the DPD Chief, for the centralized management, administration, direction, and execution of operational functions for AFC?s Data Science Environment and Digital Transformation efforts. Provide executive leadership in the areas of Program Management, technical team employment, modern project management, policy, governance, and compliance matters. Interpret Department of Defense (DoD) and Department of Army (DA) policies to manage risk, develop and promulgate related plans and policies, and establishes standards and procedures. Supervise a diverse mix of civilian professionals, analysts, and administrative personnel at the GS-13 through GS-14 grade levels and military personnel across two Divisions. Oversees work assignments and directs changes to assignments and schedules to meet changes in workload and priorities. Identify developmental and training needs of employees and provides and/or arranges for development opportunities and training. Supervise the implementation of the budgeting (estimates and adjustments) and, in conjunction with the DPD Chief, the planning, prioritization, and scheduling of work of the Division. Represents AFC DPD at meetings with leaders in DoD, Army, AFC HQ Directorates and Subordinate Commands, industry, and academia to justify, defend, and negotiate matters of consequence to the operation of the Division. Maintain expertise in Agile software development techniques, DevSecOps, and data management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • One year trial/probationary period may be required.
  • This position requires business travel (TDY) to other duty locations 10% of the time.
  • This position requires a clearance at the Top Secret level.
  • This is a mandatory drug-testing position.

Specialized Experience: One year of specialized experience which includes: 1) Providing leadership in the development of overall goals and objectives ; 2) Utilizing various platforms to produce analytics that enable decision-making throughout an organization; 3) Providing executive oversight of performance management. 4) Providing guidance and direction related to civilian career development; and 5) Utilizing Agile project management approaches in conjunction with a technical team. This definition of specialized experience is typical of work performed a the next lower grade/level in the Federal service. (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
