The primary purpose of this position is to serve as a command headquarters level Instructional Specialist within Force Development (FD) for competency development and management, to plan, organize, and develop Air Force (AF) wide research studies to determine the competencies for development of AF personnel through a continuum of learning. Duties

(cont'd from Summary) Determine the necessary processes and procedures for the establishment, execution, and sustainment of Force Development Competency based programs: to (1) plan, analyze, design, develop, implement, and evaluate education, training, experiential learning, and recruiting programs to meet competencies as required for all AF personnel and career field occupations; (2) provide direction and guidance on competency developmental programs to Air Force and Air Education and Training Command (AETC) personnel, while executing the Air Force and AETC mission; (3) be an authoritative consultant and focal point for United States Air Force and/or AETC formal force development programs to include recruiting, education, training, experiential learning, and their associated program's policies and strategies for development and execution of competency based programs; (4) represent senior leadership on complicated, controversial, and/or matters of considerable consequence concerning Air Force Development Competency program execution and AETC recruiting, education, training, and experiential learning operations, strategies, and design during briefings, meetings, working groups, seminars, and/or conferences. This representation often involves extensive coordination or negotiation with higher headquarters, sister services, or other government agencies, which may establish precedent or affect prominent and/or fundamental policy positions. The conclusions, recommendations, and determinations of the individual in this position may result in establishment of new or a revision to existing policy; (5) provide comprehensive advice and solutions to senior leadership, lower echelon commanders, and Air Force and AETC regarding competency development, competency-based learning programs. Duties: Serves as the recognized educational/instructional systems expert with AF-wide scope and responsibility for researching, developing, assessing, and executing Air Force foundational and occupational competencies programs. Leads and/or participates in large scale research and analysis on AF personnel and databases, applies educational/instructional systems expertise for research, design, and development of competencies. Represents AETC senior leadership on matters concerning AF FD, Competency Development and implementation, and AETC recruiting, education, training, and experiential learning operations, strategies, and design during briefings, meetings, working groups, seminars, and/or conferences. Lead and/or participate in/on special assignments, initiatives, projects and/or teams.

Qualifications

This is a Term position NTE 13 Months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree:that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four (4) of the following five (5) areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert professional knowledge of learning theory, psychology of learning, and education psychology including application of learning theories as it relates to systematic design, development, and validation of instructional programs to provide leadership, advice, and guidance throughout the technical service school. Expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of competency programs and programs supporting recruiting, education, training, experiential learning, technology, and other force development initiatives and programs. Advanced knowledge of industry-standard instructional design practices which includes application of principles and techniques used to design training programs, develop design strategy and models, and apply design methods to develop or improve instructional effectiveness, anticipate changes and new developments in technology and relevant educational fields, develop appropriate advance plans, and develop and introduce new or revised program objectives, systems, and concepts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency. 2. Professional knowledge of current and emerging theories, concepts, principles, policies, guidance, procedures, techniques, methodologies, and trends pertaining to human cognition, learning, development, and performance at individual, group, and organizational levels. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, AF, and base level learning programs that govern, interface with, and/or influence recruiting, education, training, instructional systems management, and other Total Force force-development programs to provide expert advice pertaining to adult learning theory and development. 4. Ability to plan, organize, develop, and conduct special studies and projects; make recommendations on substantive education, training, and other operating programs; collaborate effectively with others to develop and coordinate with affected leadership; brief solutions; and implement recommendations. 5. In-depth knowledge of AF and MAJCOM strategic programs. Ability to independently lead and develop priorities, goals, objectives, and metrics while synchronizing and sequencing key events, milestones, and methods of evaluating the effectiveness of planning actions related to actual or planned events; and understand the relationship of the various command entities that direct or support learning programs, resourcing, planning, and execution of force development operations, initiatives, and evaluations. 6. Ability to work well with others in a team approach and to interface with a wide range of personnel, including senior leadership, to gain cooperation from others through tact, courtesy, diplomacy, and professionalism. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy to provide insightful and impactful presentations to executive leaders and team members. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
