The Lead Medical Support Assistant (MSA) position serves as the Lead Clerk for all Medical Support Assistants (MSAs) assigned to the Home-Based Primary Care program of the Geriatrics, Rehabilitation and Extended Care service.
Duties
The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include but not limited to:
Assuring coverage of all areas of responsibility and conducting ongoing reviews to ensure quality of work are accurate and timely scheduling of appointments
Providing guidance to staff members to include changes in policies and procedures and act as liaison between MSA and staff in order to resolve day to day conflicts
Organizing the work structure of his/her assigned areas such as distributing and balancing workload and creating and maintaining employee work schedules
Providing on-the-job training for new and current employees and ensuring all training requirements are met
The Lead MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., PACT, Specialty, C&P and Call Center) and performs all related duties such as customer service and other duties assigned for the proper and timely treatment of patients and assure appointment schedules are maintained by MSA staff for one or more outpatient clinics. The Lead MSA must assist with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs. The Lead MSA will have the responsibility of performing the duties related to the Beneficiary Travel Program which includes assuring travel requests are processed in a timely manner and that they are reviewed with appropriate documentation completed before sending to Fiscal Service.
Incumbent must be able train staff on the requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities:
Schedules appointment and utilize the Electronic Waiting List (EWL) accurately in a timely manner. All appointments will be made with the patent's input, either in person or by phone. This may require a high level of coordination to avoid patients having to make multiple trips to the medical center or clinic whenever possible.
Notifies his/her supervisor when clinic access is less than desirable or if a patient cannot be scheduled within mandated clinic timeframes.
Conducts daily review of active/pending consults, Electronic Wait List, Recall list and Audio Care communications for accuracy and disposition.
Work Schedule: Monday-Friday 7:30 am -4:00 pm.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience. One year of experience at the next lower level (GS-06).
English Language Proficiency. Lead MSA's must be proficient in spoken and written English in accordance with VA Handbook 5005, part II chapter 3, section A, Paragraph 3j.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-7 Lead MSA
Experience. One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals in order to obtain the desired effect, ensuring compliance with established policies and regulations.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage priorities, and coordinate work in order to complete duties in an accurate and timely manner. This includes the ability to follow-up on pending issues and demonstrating an understanding of the impact of incomplete work.
Ability to review and monitor data to ensure all reports are complete and accurate.

The full performance level of this vacancy is GS-07. The actual grade at which an applicant may be selected for this vacancy is GS-07.
Physical Requirements: The work is primarily sedentary, although some walking, standing, bending, and carrying light items such as books, papers, and files may be required.
