This position is in the Wireline Competition Bureau, Competition Policy Division, Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

As a Supervisory Attorney Advisor (Deputy Division Chief), the incumbent serves as an expert advisor to the Division Chief, Bureau Chief, and the Deputy Bureau Chief. The incumbent is responsible for leading and directing the Bureau’s mission for Competition Policy development, implementation, and regulation through the direction of staff attorneys, economists, and subordinate staff. As such, the incumbent directs a variety of mission critical programs in support of the Bureau and the Division. Specifically, the incumbent has direct responsibility for developing and evaluating recommendations pertaining to Supply Chain/Secure and Trusted Communications Networks Reimbursement Program (Program), Internet policy, issues relating to multi-tenant environments, technology transitions, and section 251 interconnection. Some of the other program areas may include broadband policies, customer proprietary network information, forbearance, Internet Protocol (IP)-enabled services, paperwork reduction, telephone number administration, section 214 transfers of control and discontinuances of service, among others.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience. A. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include:  a professional law degree JD, LL.B., and/or LL.M.  NOTE-If you do not provide a transcript at the time of application, a transcript will be required to be provided at the time of selection. AND B. Specialized Experience Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following: 1) Experience performing legal work in the area of telecommunications policy issues (e.g., Supply Chain/Secure and Trusted Communications Networks Reimbursement Program, Internet policy, issues relating to multi-tenant environments, technology transitions, section 251 interconnection, etc.);2) Developing and/or interpreting statutes, regulations, and/or rulemaking documents and implementing and administering rules and policies related to issues;3) Supervising or managing a subordinate staff;4) Providing legal and policy advice on the drafting and preparation of a variety of legal documents; and5) Representing the organization and explaining complex or controversial issues to a wide variety of people and proposing solutions to complex problems.   PART-TIME OR UNPAID EXPERIENCE:  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
