The Greater Los Angles VA Health Care System is currently recruiting for Program Specialist. This position is in the Nursing Services. GLA is a large, complexity level 1A facility, with a large and complex research program, with multiple sites and programs requiring many complicated relationships via contracts, academic affiliations, and business associate agreements.
Duties
Duties include, but may not be limited to the following:
Plans and conducts special projects or studies to analyze, evaluate, and provide recommendations on administrative issues.
Plan and prepare for meetings including scheduling, mailings, coordinating travel and lodging arrangements and special events and organize reports for presentation and record minutes for meetings.
Conduct quality assurance audit trends and formulating methods to strengthen internal controls.
Manage and prepare responses to a wide variety of executive correspondence on behalf of the organization.
Perform Data analysis including extracting, compiling, interpreting and validating from internal and external database.
Prepare and process of funding, budget and equipment procurement documents.
Work closely with executive leadership, Chief Nurse, and nurse managers.
Serve as the initial point of contact for all telephone and personal contacts.
Perform other related duties as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: GS-07 You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with administrative issues; planning and preparing for meetings including scheduling, mailings, travel and lodging arrangements; maintaining calendars; providing agendas; preparing responses to correspondence; scheduling appointments and meetings; answering phones; tracking time and attendance; and maintaining all paper and electronic files.

To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Physical Requirements: Position involves regular and recurring work; is mostly sedentary; and involves sitting at a desk. The position requires the ability to move from one geographic location of the facility to another; and requires working with a computer screen and keyboard. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines is required.
The work is performed in a typical office setting, possibly shared office. The office will be within the physical structure of the hospital or one of its surrounding structures as well as Community Based Outpatient Clinics (CBOCs). The work area is usually adequately lighted, heated, and ventilated. This position is eligible for telework.
