About the Position: This is a term position NTE 2 Years with US Army Central G38 Force Management Section Shaw AFB, SC.

Duties

Provides input on force integration equipment changes recommended by the designated force providers (FORSCOM, USARPAC, and USAREUR). Presents formal briefings to decision makers at the General Officer level both internal and external to the Command summarizing the results of completed readiness management analytical investigations. Assesses, reconciles, staffs and endorses Operational Need Statements (ONS) and Equipment Sourcing Solutions (ESD) for all Army forces deploying to the USCENTCOM AOR for potential approval. Reviews, reconciles, and makes manpower adjustments (personnel and equipment) to Modified Table of Equipment (MTOE), Table of Distribution Allowances (TDA) and Augmentation TDA (AUGTDA) authorization documents. Conducts manpower studies and surveys for unit efficiencies and structure changes. Conducts Pre and Post Deployment Site Survey (PDSS) and equipment crosswalks with deploying and redeploying units.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Qualifications

This position is a TERM position Not To Exceed 2 Years. It is a time limited position and may be extended up to a maximum of eight years total. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. This position MAY be made permanent without further competition contingent upon verification of the incumbent's non-competitive eligibility (must be a 30% veteran, reinstatement eligible, etc., under competitive service).This position may be filled as a Temporary Promotion or a Temporary Reassignment and may be extended for current Department of Army employees. At the end of this period, you will return to your permanent position of record, or to a different position of equivalent grade and pay. This is a TERM position. Although term employees often are hired following the same competitive procedures that are used for hiring permanent employees, term employees do not have status in the competitive service. Consequently, unless they attained status through an earlier appointment, they cannot be selected from their term appointment for permanent career or career conditional appointments through internal merit promotion procedures. Such conversions cannot occur without special legal authority. The authority for personnel demonstration projects (Title 5, United States Code (USC), Part 4703) is the only provision that currently allows the possibility of term conversions. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications Specialized Experience: One year of specialized experience which includes analyzing military personnel and equipment authorizations; participate in installation deployment and other installation contingency support planning, in-progress review and after action meetings; analyze existing manpower resources needed to meet the command's mission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: a degree in any field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
