This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Worker Safety, Health and Environment (OWSHE). OWSHE provides leadership, policy guidance, technical advice, and overall administration and management of the department's internal safety, occupational health, and worker's compensation programs.
This position is inside the bargaining unit.
Duties
For GS-0018-14:
Serves as the principal staff advisor, technical consultant, and safety coordinator responsible to coordinate, deliver and evaluate a comprehensive safety and occupational health program for the Department.
Creates, recommends, and communicates policies and procedures for the safety and occupational health program management, hazard recognition and abatement in electrical and construction work, and industrial hygiene principles.
Evaluates plans and designs for building maintenance and renovation for compliance with the Occupational Safety and Health Administration and National Fire Protection Association's regulations.
Prepares safety and health guidelines and regulations applicable to diverse environmental hazards.
Serves as a senior technical advisor for regional OASAM safety and health managers, DOL agency collateral duty safety officers and program managers regarding interpretation and application of safety and health standards, principles and policies.
Reviews incident, injury and illness data for trends and develops special emphasis programs aimed at hazards contributing to significant injuries and illnesses.
Organizes and conducts regular DOL-wide comprehensive review and evaluation of DOL agency safety and occupational health programs for compliance with established DOL policies and practices.
Evaluates the effectiveness of the ergonomic process and make recommendations to ensure its continuous improvement and long-term success.
Reviews facility design, renovation plans, and furniture purchases for DOL ergonomic resource implications.
Develops, implements and oversees action plans to correct deficiencies and improve outcomes.
Oversees and manages the DOL-wide safety and health training program.
Participates in meetings/conferences to keep abreast of new and emerging safety and health standards and programs.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the "Specialized Experience" to qualify for Safety and Occupational Health Manager, as described below.
For GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes: Experience training workers, supervisors, managers, safety and occupational health professionals and employee representatives on industrial hygiene topics and OSHA inspection protocol; experience conducting OSHA inspections and applying Federal OSHA protocols, standards, policy and guidelines to work-related hazards, ergonomic-related hazards and record-keeping issues.
