This position is located in the Bureau of Educational and Cultural Affairs, Office of Citizen Exchanges, Global Leaders Division (ECA/PE/C/GL). The incumbent serves as the overall coordinator of the Professional Fellows Program (PFP), the principal Program Officer and Grants Officer Representative (GOR) for the Professional Fellows Congress (PFC), and GOR for the U.S. Congress-Republic of Korea (ROK) National Assembly Exchange.

Duties

Serves as the principal Program Officer and Grants Officer Representative (GOR) for assigned exchange programs. In coordination with the Division Chief and Senior Leadership, conceptualizes, devises, plans and implements programs managed through grants and cooperative agreements under the oversight of the Global Leaders Division Chief. Oversees the conceptualization, execution, and monitoring of grants and cooperative agreements to implementing partners to achieve Bureau and Department goals and objectives. Analyzes progress toward meeting objectives and impact of existing programs and assesses the need for new programs and/or approaches. Manages funds appropriated to the ECA Bureau and advises management on program requirements and allocation of funds. As a first level supervisor, evaluates the performance of subordinates; plans work to be accomplished and sets priorities for subordinates; sets performance standards; evaluates performance and counsels employees.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing, implementing, managing, and/or evaluating a broad range of exchange activities and programs. Experience with governing policies, administrative procedures and regulations and budget procedures relating to grant functions in support of international exchanges and programs. Experience implementing policies, business processes and procedures required to monitor and ensure the health, safety, and welfare of program participants. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
