Duties

Serving as an Emergency Management Specialist makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Emergency Management & Continuity Branch (EMC), in the Office of Security & Professional Responsibility (OSPR) under the Deputy Director's (DD) Office and located in North Charleston, South Carolina. The primary purpose of this position is to manage portions of the EMC program and report to the Chief EMC. 

Requirements

• This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
• This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a (Secret) security clearance.
• Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
• Must possess and maintain a valid state issued driver's license to conduct official government business.
• This position is eligible for situational-only telework based on agency policy.

For the GS-07: You qualify for the GS-07 grade level if you possess at least one year of specialized experience equivalent to at least the GS-05 level in the federal service assisting with updating emergency management processes, plans, standard operating procedures -OR-Successful completion of one year of graduate level education from an accredited college, or university that is directly related to the work of the position to be filled. -OR- Superior Academic Achievement (S.A.A.) during undergraduate studies. S.A.A. is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class, based on completed courses; or, (2) Grade-point average - Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - Membership in a freshman honor society cannot be used to meet the requirements of this provision. For the GS-09: You qualify for the GS-09 grade level if you possess at least one year of specialized experience equivalent to at least the GS-07 in the federal service assisting with assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures. -OR-Successful completion of a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B., or J.D., from an accredited college or university that is related to the work of the position to be filled. For the GS -11: You qualify for the GS-11 grade level if you possess at least one year of specialized experience equivalent to at least the GS-09 in the federal service assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, civil rights laws, standards, and guidance. -OR-Successful completion of a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., from an accredited college or university that is related to the work of the position to be filled. Please provide a copy of your transcripts. -OR-An equivalent combination of successfully completed graduate level education obtained in an accredited college or university that is directly related to the work of the position and specialized experience.
