Duties
Serving as an Emergency Management Specialist makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Emergency Management & Continuity Branch (EMC), in the Office of Security & Professional Responsibility (OSPR) under the Deputy Director's (DD) Office and located in North Charleston, South Carolina. The primary purpose of this position is to manage portions of the EMC program and report to the Chief EMC.
Requirements

- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a (Secret) security clearance.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- This position is eligible for situational-only telework based on agency policy.

The qualification requirements listed below must be met by the closing date of this announcement.
For the GS-07: You qualify for the GS-07 grade level if you possess at least one year of specialized experience equivalent to at least the GS-05 level in the federal service assisting with updating emergency management processes, plans, standard operating procedures -OR-Successful completion of one year of graduate level education from an accredited college, or university that is directly related to the work of the position to be filled. -OR-
Superior Academic Achievement (S.A.A.) during undergraduate studies. S.A.A. is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class, based on completed courses; or, (2) Grade-point average - Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - Membership in a freshman honor society cannot be used to meet the requirements of this provision. Only graduate education in excess of the first 9 semester hours (i.e., beyond the first 6 months) will be combined with the specialized experience.
Time and Grade: Current and former GS federal employees must have served 52 weeks at the GS-05 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
If this position is filled at the GS-07 grade level, you may be non-competitively promoted without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met.
For the GS-09: You qualify for the GS-09 grade level if you possess at least one year of specialized experience equivalent to at least the GS-07 in the federal service assisting with assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures. -OR-Successful completion of a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B., or J.D., from an accredited college or university that is related to the work of the position to be filled. Please provide a copy of your transcripts. -OR-An equivalent combination of successfully completed graduate level education obtained from an accredited college or university that is directly related to the work of the position and specialized experience. Only graduate education in excess of the first 18 semester hours may be used. Please provide a copy of your transcripts.

For the GS -11: You qualify for the GS-11 grade level if you possess at least one year of specialized experience equivalent to at least the GS-09 in the federal service assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, civil rights laws, standards, and guidance. -OR-Successful completion of a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., from an accredited college or university that is related to the work of the position to be filled. Please provide a copy of your transcripts. -OR-An equivalent combination of successfully completed graduate level education obtained in an accredited college or university that is directly related to the work of the position and specialized experience. Only graduate education in excess of the first 36 semester hours will be combined with the specialized experience. Please provide a copy of your transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attendance of meetings and conferences away from the work site. Driving a vehicle may be required. Trips to other elements with the organizations are routine and trips to other government agencies orcontract sites may be required. Intense concentration and performance of duties at maximum capability are required to meet deadlines. No special or out of the ordinary physical effort is required.
Work Environment: Work is normally performed in an office setting where no unusual safety precautions are required. However, during emergencies and natural disasters, working conditions may be austere. The work area is adequately lighted, heated, cooled and ventilated. The employee, however may spend time in government, private and/or public transportation.
