This position serves as the Corporate Facility Manager (CFM) for the Armed Forces Retirement Home. The primary purpose of the CFM is to serve as principal advisor and coordinator regarding many operation activities relating to, facilities construction, maintenance, sustainability requirements and initiatives, historic preservation requirements, environmental requirements, leasing program management, site development, property management, and day to day campus facilities management.
Duties
As a/an Corporate Facilities Manager, you will:
Be responsible for advising on the technological and economic feasibility of processes, systems, and equipment utilized in the design and construction of structures including medical and dental clinics, the renovation of older structures and systems either to the same use or to answer new operational requirements, or the restoration of structures in accordance with the guidelines applicable to historically significant structures.
Act as liaison with other government agencies, such as the National Capital Planning Commission, Corps of Engineers, D.C. Historic Preservation, Commission on Fine Arts, etc.
Establish, develop, and implement an effective preventive maintenance program for all equipment, facilities, and grounds.
Prepare or supervise the preparation of specifications and drawings for annual service contracts and general repair, maintenance and construction contracts which are performed under the supervision of the incumbent.
Perform supervisory personnel management functions such as evaluating performance of subordinates, interviewing applicants, and recommending selections for vacancies, recommending incentive awards, disciplinary actions, and training needs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes:
-Preparing and conducting oral presentations and written reports to team of employees and upper management; AND
-Advising on the feasibility of design and construction projects; AND
-Overseeing the renovation and/or restoration of structures in accordance with guidelines applicable to historically significant structures.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
