This position is located in the Professional Development Unit, Office of Career Development and Assignments (GTM/CDA/PDU), Bureau of Global Talent Management. This position serves as a Human Resources Specialist and assistant program manager/coordinator for long term training and detail programs.
Duties
Serves as the Coordinator for more than 150 Foreign Service Officer (FSOs) assigned outside the Department on detail assignments in congressional fellowship programs, with state and local governments, educational institutions and other entitites.
Advocates policies and programs that enable the Director General to assure that the Foreign Service possesses the broadest attainable expertise to meet continually evolving demands.
Provides individual advice and guidance, and conducts formal briefing and/or training sessions on the subject matter.
Assists with the implementation of worldwide training opportunities for Foreign Service personnel, excluding those training functions specifically delegated to the National Foreign Affairs Training Center.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
For the GS-12 level:
Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience counseling employees on career development concerns and details and training assignments.
Experience advocating policies and programs to assure that the Foreign Service possesses the broadest attainable expertise to meet continually evolving demand.
Experience negotiating assignments for details/training.
There is no substitute of education for specialized experience for the GS-12 position.
For the GS-13 level:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience counseling employees on career development concerns and details and training assignments, keeping abreast of their preferences, qualifications, and developmental needs.
Experience providing individual advice and guidance, and conducts formal briefing and/or training sessions on the subject matter. (i.e., develops written guidance to outline application and bidding procedures for various programs and fellowships, how to apply for detail; SDAP).
There is no substitute of education for specialized experience for the GS-13 position.
