About the Position: Serve as a Shift Supervisor for the Law Enforcement force assigned under the authority of the Senior Commander at Military Ocean Terminal.

Duties

Perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect and investigate crimes, apprehend violators, etc. Perform patrols within the jurisdiction of the military installation. Perform as a Harbor Patrol Coxswain and participate in waterside security patrols of U.S. Military, non-military, and foreign ships at berth. Perform supervisory and administrative duties relating to the police force.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • Must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
  • Must meet requirements of AR 190-56: Successfully pass pre-employment and recurring medical evals; Pass a Physical Agility Test (PAT) within 30 days of hire and annually; Comply with and maintain requirements of Individual Reliability Program (IRP).
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001.
  • Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
  • In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority.
  • Incumbent must possess a valid state driver?s license and be able to obtain and maintain a government motor vehicle operator?s license.
  • Incumbent must be able obtain and maintain a valid (Secret) security investigation.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Temporary duty (TDY) is required less than 25% of the time.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Must obtain and retain one or more of the following U.S. Coast Guard licenses: Small Boat Captains Operator of -Un-Inspected Passenger Vessel (OUPV) License, U.S. Army Marine Certification IAW Chapter 5, AR 56-9,
  • or a Military Ocean Terminal Harbor Patrol Coxswain appointment within a year of being appointed to this position. Failure to meet this requirements could lead to disciplinary actions.
  • Within the first 2 years, boat crew members must complete a swim assessment, Basic Maritime Officers course (BMOC), Advanced Basic Maritime Officers course, Rescue Boat Operations course,
  • National Association of State Boating Law Administrators (NASBLA) courses- Basic Crew Member, Boat Search and Rescue and Tactical Operator, Boat safety course and MOT personnel qualification standard.
  • Failure to compete the training requirements could lead to disciplinary actions.

Specialized Experience for outside-service applicants: One year of specialized experience which includes an understanding of law enforcement operations, practices and techniques and involved responsibility in maintaining order and protecting life and property. Performing long term investigations, evaluating crime prevention programs and recommending changes to reduce opportunities of violations; developing informant networks; coordinating with authorities on case development to perform arrests and prosecutions; and management of police officer personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute you education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone -- no substitution of education for experience permitted.
