The primary purpose of this position is: To serve as a Component Major Command (C-MAJCOM) level Command and Control (C2) mission manager executing airlift, Aeromedical Evacuation, and aerial refueling within the 613th Air Operations Center (613 AOC) Air Mobility Control Team (AMCT).

Duties

Serves as an essential member of the 613AOC/AMD providing air mobility subject matter expertise to advise 613 AOC leadership and staff on air mobility C2, airlift missions, aerial refueling operations, and ATO functions. Re-plans, coordinates, re-schedules, tasks, and executes PACAF airlift and tankers in support of Chairman the Joint Chiefs of Staff (CJCS) and Command-directed peacetime, contingency, and wartime operations. Responsible for coordinating and implementing schedules to support complex exercise and contingency mobility requirements. AIR TASKING ORDER (ATO) INTEGRATOR: Mobility Air Force (MAF) functional expert for integrating air mobility missions planned by the 613 AOC/AMD, 618 AOC/Tanker Airlift Control Center (TACC) and other AOC's into the PACOM ATO via Global Decision Support System2 (GDSS2) and the Theater Battle Management Core Systems (TBMCS). Communicates verbally and in writing with US Embassy Defense Attaches and other key personnel within the command's area of responsibility (AOR) in order to secure international diplomatic permissions for PACAF airlift aircraft supporting America's global mission.

  • Incumbent must attend and successfully complete the AOC Initial Qualification Course for Mission Management (unless Exempt). Must maintain AOC positional certification and currency.
  • Incumbent must become qualified as an ATO Integrator responsible for mission information from GDSS2 into TBMCS during exercises and actual real-world operations
  • This is Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

This is a shift-work position in a 24-hours, 7 days per week work environment. Shift work, to include nights and weekends, will be required throughout the year to support various contingencies, exercises, and airlift barrel functions. In addition, work may extended beyond normal hours and over weekends and holidays, should the situation dictate. Incumbent will be required to work a shift designated by his/her supervisor. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7 "Screening the Ready Reserve") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; broad knowledge of peace-time, contingency, and crisis-action execution to deal with varied levels of air mobility and aerial refueling operations; and in-depth knowledge of aircraft systems, capabilities and limitations to include range, fuel requirement, configuration, and landing and takeoff weight restrictions to ensure that safe and proper mission scheduling have been accomplished; and in addition, when requesting diplomatic clearances since aircraft altitude/air speed capabilities, aircraft systems, and special requirements for medical evacuation missions all affect diplomatic clearance request procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of airlift and aerial refueling operational concepts, policies, principles, practices, objectives and applicable C2 directives to make independent decisions and recommendations to effectively re-plan, schedule, govern, manage, and direct global air mobility missions. Knowledge of air mobility aircraft operating and aircrew management instructions, limitations, and guidance applicable to re-planning, scheduling, taskings and C2 of air mobility missions to include airlift, air refueling, aeromedical evacuation during peacetime and contingencies; this may include, DV and Executive Airlift Support (EAS) and Operational Support Aircraft (OSA). Technical knowledge of wide range of automated air mobility C2 mission planning, scheduling, taskings and management tools and systems used in the execution of air mobility missions during peacetime and crises situations. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems related to mission management, re-planning and execution and reporting functions in support of current, immediate, or pending air mobility missions. Ability to plan, organize, and meet deadlines. Ability to adjust work operations and program objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
