The primary purpose of this position is to serve as the Information Technology specialist responsible for Center level assistance in the operation and maintenance of the installation's computer network and to provide technical assistance, training, and support to customers. In charge of all IPMS database management and accountable for all computer equipment.
Duties
Perform continuing evaluation of automated equipment, equipment locations, use, costs and acquisition to define opportunities for new or improved business processes solutions.
Serve as the Center Information Processing Management System (IPMS) Equipment Control Officer (ECO).
Assist the COMPUSEC Program manager and protect Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure and destruction of data.
Provide customer support, assistance and orientation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
EDUCATION: master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree. All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
EXPERIENCE:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year or will have one year within 120-days of closing of this announcement, at the next lower grade GS-07, or equivalent in other pay system. Specialized experience is serving as the Information Technology (IT) specialist responsible for assisting in the operation and maintenance of computer networks and providing technical assistance, training and support to customers; maintaining all computer equipment; installing, configuring and troubleshooting LAN and WAN components such as routers, hubs, switches and servers. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of customer support principals, methods, and procedures for documenting problem resolutions and providing guidance to customers.
2. Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend analysis.
3. Ability to analyze routine network problems and recommend solutions.
4. Ability to communicate factual and procedural information clearly, both orally and in writing.
5. Ability to prepare technical solutions for implementation within the Center.
6. Knowledge of training principals, creating plans of instruction and implementing a training program.
7. Knowledge of AF, AFMC instructions and local policies on the destruction of government information stored on local computer storage devices.
8. Knowledge of IT INFOSEC security principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation.
9. Knowledge of IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications.
10. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
11. Knowledge of a wide range of overall IT principles and systems analysis concepts and techniques, including new and emerging IT security methods and principles.
12. Knowledge of system design tools, methods and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques and testing methods.
13. Knowledge of system software design concepts, practices, principles methods, approaches and systems development life cycles, including systems documentation, design development, configuration management. cost analysis, systems integration, and testing.
14. Ability to troubleshoot applications and systems problems and provide user support.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
