This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
Duties
As a Deputy Director Office of Field Support, you will:
Be the principle management official responsible for providing advice and recommendations to the Director, Office of Field Support on broad policy matters affecting the direction, management, administration, and evaluation of administrative service functions to all field offices in the department including budget, travel, procurement, telephone services management; space management; property and supply management, facilities management, printing, reproduction and distribution services; directives and records management; health and occupational safety; physical security, transportation services, emergency preparedness and other administrative support programs. In the absence of the Director, the incumbent acts with full authority of the Director.
Work with the Director to develop unified departmental policies and guidelines; provide direction on all administrative functions for the field, provide guidance, support and monitoring of field offices and maintain liaison with top staff within the department, with the General Services Administration; and other agencies, businesses, and groups
Be responsible for introducing innovative management theories, practices, and automated, solutions into the Department's field administrative organization.
Review proposed programs, policies, and procedures for their effect on present operations and future requirements, assure appropriate coordination takes place between offices served, program directors, and other key management officials of Federal Agencies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Managing administrative services including, but not limited to, human capital, resource management, and personnel and payroll transactions; AND
Supervising or leading a team of staff in providing administrative support and customer services to the field workforce; AND
Leading a team in the development and execution of policies and procedures for budget management and procurement
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
