The Office of Chief Counsel is seeking qualified candidates for the position of Attorney Advisor in the U.S. Virgin Islands (USVI) Joint Recovery Office (JRO) with a duty station in St. Croix, USVI. The successful candidate will serve as an attorney under the immediate direction of the Regional Field and Operations Legal Division (RFOLD) team lead for the USVI JRO and will report to the Supervising Attorney for RFOLD's Puerto Rico JRO team.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement. All applicants must possess the following: A J.D. or LL.B. degree from an ABA accredited law school; and An active membership, in good standing, of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. You qualify for this position at the IC-13 level if you possess the following specialized experience and other qualifications:  Applicants must have at least two (2) years of full-time legal experience. Legal experience means experience in which the candidate’s job duties required the provision of legal advice or representation, and which required the candidate to be an active member in good standing of the bar of any state or territory, or the District of Columbia.  Applicants must have at least one (1) year of specialized experience that is directly related to the line of work of this position, which has equipped the applicant with particular knowledge, skills and abilities to successfully perform the duties of the position and must be at a level of difficulty and responsibility to that of an attorney at the IC-12 level. You qualify for this position at the IC-13 level (starting salary $98,496) if you possess the following: a minimum of two years of full-time professional legal experience (after Bar admission); and one full year of specialized experience equivalent to the next lower grade (IC-12) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Examples of specialized experience would typically include but are not limited to: Analyzing and interpreting federal and state statutes, regulations, and policies; Executive Orders; and judicial and administrative decisions in the course of rendering advice. Working in one or more of the following areas: administrative law, personnel law; fiscal law; procurement; grants management; environmental law; floodplain management and hazard mitigation; disaster response and recovery; environmental and historic preservation laws, and emergency preparedness.
