This is a non-bargaining unit position. This is not a (drug) testing designated position (TDP). This position is located in the Small Business Administration, Birmingham Disaster Loan Service Center in Birmingham, AL. The incumbent works under the direction of the Office Director or Center Director to provide a variety of management services essential to the direction and operation of the Center.

Duties

Human Resources - Guides employees in benefit matters and acts as liaison between health benefit providers and employees. Manages the Center's personnel actions and payroll. Budget Management - Utilizes the ORACLE JAAMS program for the management of the budget allocation for the Center, (i.e., obtaining, compiling, and summarizing narrative information and data for use by others within the office). Office Management - Plans, directs, and performs office services functions to include mail distribution, field cashiering, file room management and collateral room supervision. Acts as liaison to building management regarding maintenance, repairs, and simple renovations. Works with the safety officer and with the co-existing agencies in the building to address shared interests in ensuring facility and staff safety. Procurement - Procures office supplies, equipment, and services. Maintains and controls all property records and takes periodic inventory of accountable property. Performs other duties as assigned.

Qualifications

GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes: managing the daily operations of office administrative functions to include purchasing supplies and equipment and processing invoices/vouchers; and updating and executing a program's budget; and applying knowledge of personnel and human resources regulations to provide guidance on personnel and human resource matters. These qualifications must be clearly referenced in your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled All qualification requirements must be met by 11:59 pm (Eastern Time) on 08/15/2023.

Education

Education may be substituted for experience for this position.

GS-11: Successful completion of a A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts (official or unofficial must be submitted in support of this response. If selected, official transcripts will be required.

Combination of Experience and Education:
GS-11: Combination of education and experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
