About the Position: Serves as a senior management analyst in the areas of manpower and force management, personnel/equipment authorizations, manpower utilization and the Risk Management Internal Control Program. Determines manpower/equipment requirements and manpower staffing criteria activities, Evaluates manpower/equipment utilization, and applies manpower staffing standards system (MS3) methodologies to Garrison activities where standards have been developed.
Duties
Prepares and briefs recommendations regarding operational improvements. Clarifies inter-organizational relationships and resolves incompatibilities between organizations.
Use an automated system to create reports and develop program and budget requirements, and conduct studies to recommend changes or improvements in staffing and work methods.
Applies MS3 standards to Garrison activities where standards have been developed
Provides advice and assistance to management on the effective use of military and civilian manpower and equipment.
Collects and analyzes data regarding: mission requirements; applicability of established yardsticks and standards, future workload; effectiveness and soundness of organizational structure; and, internal policies.
Provides input/coordination with other analysts on Inter/Intra-Service Support Agreements..
Serves as team leader of Manpower and Equipment Team.
Reviews work and/or provides substantial input for performance appraisals, disciplinary actions, step increases and approval of leave for junior Analysis.
Studies and assessments include independent coordination with both internal and external organizations.
Civilian personnel management, installation agreements and Risk Management Internal Controls program.

Specialized Experience: One year of specialized experience which includes conducting manpower studies/surveys; collecting, analyzing, and evaluating data to recommend changes or improvements in areas such as manpower, budget, personnel, or equipment authorizations; and preparing and delivering briefings from studies/surveys conducted.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
