This position is located in Great Smoky Mountains National Park, in the Facilities Management - Trails Division. Career/Career-Conditional Full-time appointment. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Duties

This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Great Smoky Mountains National Park is April through October, but can be variable during these months due to project requirements or weather conditions. Major Duties This position is a working leader of 5 or more employees. The applicant has a complete knowledge of trail maintenance and construction techniques and must be able to recognize existing and future maintenance problems. Applicant is knowledgeable in the analysis of drainage patterns and the subsequent control methods. Trail work requires ingenuity and good judgment due to the mostly backcountry nature of the work. Often leadership responsibilities extend after the normal workday in the backcountry camp setting when dealing with sanitation, cooking, and overall camp organization. Applicant provides input to supervisor on trail work priorities, personnel and training recommendations, and equipment or supply needs. Once projects have been prioritized for the work season, incumbent works with supervisor to schedule individual phases of special project or various district projects for the season. This may include scheduling livestock packing, helicopter flights, reserving campsites or cabins, coordinating vehicle and equipment use, and working with volunteer or youth corps groups. Applicant is responsible for daily on-site decisions concerning workflow and assignment and distribution of work for their crew. Teaches and demonstrates trail maintenance and construction methods and techniques to employees and volunteers and sets the pace when working alongside them. Keeps crew informed on procedures, policies, written instructions, and other directives. Holds safety "tailgate sessions" whenever necessary, especially when initiating a new task or operating specialized equipment. Inspects all assigned equipment and vehicles on a regular, recurring basis to assure safe working conditions. Keeps supervisor informed on status and progress of work, causes of work delay, and any personnel issues. The applicant may be responsible in leading diverse volunteers in assigned trail maintenance and construction projects. AREA/DUTY STATION INFORMATION: Great Smoky Mountains National Park is located in the states of North Carolina and Tennessee and encompasses 800 square miles of which 95 percent are forested. The headquarters is located near the city of Gatlinburg, TN. There are 16 peaks over 6,000' in elevation and up to 90" of rainfall spread throughout the year. The Park has 10 campgrounds, 800 miles of horse and hiking trails, and 750 miles of fishable streams. The Smokies is within one day's drive for about 1/3 of the U.S. population and thus attracts 9 to 10 million visitors annually; making it the most visited, national park in the system. Climate is moderate with average lows in the summer in the 60's and highs in the 80's and 90's and average lows in winter between 20 and 30 with highs in the 50's. Snowfall averages range from 5" in Gatlinburg, TN, to 11" in Bryson City, NC. Within Great Smoky Mountains National Park there are 514,000 acres, approximately 350 miles of road, 900 miles of surface and graded trails, 65 miles of Lake Fontana shoreline, 15 schedules cemetery visits across Fontana, 500 buildings and structures, 35 water system, 30 sewer systems, 10 major campgrounds, 11 picnic areas, various other utility systems, heating system, 88 historical buildings, 150 cemeteries, a radio system to include 9 - remote repeater sites, 74 housing units in three districts. Within the park's boundaries, there are two states, five counties, three congressional districts, five electrical suppliers and three water/sewer utility suppliers.
