Incumbent serves as a Contract Specialist responsible for a full range of administrative duties for the Division of Contracts and Grants Management (DCGM), Albuquerque Area Office (AAO). Incumbent will report to Supervisory Contract Specialist. THIS POSITION IS BEING RE-ADVERTISED TO SOLICIT ADDITIONAL APPLICATIONS. Duties
Serves as an Trainee/Advance Trainee. As part of planned career development, works with and assists senior members of the staff in the performance of work assignments.
Reviews requests for procurement; analyzes requirements, and recommends revisions to the statement of work.
Prepares acquisition documents.
Analyzes bids/proposals/quotes.
Awards purchase order or contracts.
Obtain pre-award surveys to establish contractor financial responsibility.
Resolves scheduling problems, verifies deliveries, and monitors inspection and acceptance.
Conducts regular interactions with colleagues and supervisors in order to complete work assignments.
Interprets and applies pertinent regulations in order to prepare written materials which communicate the intended information.
Researches and analyzes data, issues, and information that support project recommendations or the work assignments of higher grade specialists.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(s):
Basic Requirements for GS-5 through GS-12
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Applicants who meet the Basic Requirements qualify for the GS-05 level.
To qualify for the grade levels GS-07 and GS-09, you must meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-07: 1 full academic year of graduate education or law school or a bachelor degree with superior academic achievement; or, 1 year specialized experience equivalent to at least GS-5 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Assisting with planning, awarding, and administering contracts in the procurement of supplies, equipment, and/or services. Holding responsibility of various ancillary duties to include but not limited to processing of Interagency Agreements and Government Purchase Card Requests.
GS:09 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning, evaluating and administering contracts in the procurement of supplies, equipment and/or services
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
