This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico. This position is located within the Branch of Acquisition.
Duties
Serve as a Contracting Officer with Level II or III FAC-C certification and maintain warrant.
Analyze and resolves highly technical contract/grants/agreement problems.
Interprets and implements policy designed to assure uniform application with respect to Buy Indian requirements.
Plan or conducts conferences and training sessions designed to promote participation in small (includes Indian Economic Enterprises) and disadvantaged business program.
Manage the integration of procurement operations, production and quality management functions into an efficient and effective business program.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards and Individual Occupational Requirements for Contracting Series, 1102).
BASIC REQUIREMENTS FOR GS-13 AND ABOVE
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
GS-14: 1 year of specialized experience equivalent to at least the GS-13 grade level in the Federal service that involves the evaluation of contract price, proposals, and/or advertising, negotiating, administering, close-outs, and/or terminating contracts for the procurement of supplies, services, construction, architect engineering, and information technology services using formal acquisition procedures, including Inter/Intra Agency agreements; Grants and Cooperative Agreements; developing new approaches or innovative acquisition plans, source selection plans, negotiation strategies, and contract terms, conditions.
SELECTIVE PLACEMENT FACTOR: In addition to the qualification requirements, candidates must meet the following selective placement factor requirement and submit a copy of their current contracting certification. Selective factors are knowledge, skills, abilities, or special qualifications, that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet the selective factor are ineligible for further consideration. The incumbent must meet all delegated signature authority for a Level II or higher level certification in accordance with the Federal Acquisition Certification in Contracting (FAC-C) and be currently certified as a Level II Contracting Officer.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
