About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at US Army Pacific, Mission Support Element, Hawaii, Security Division, Fort Shafter, HI 96858. Duty Location: Schofield Barracks, HI.

Duties

Serves as the senior security program manager for HQ USARHAW and 25ID security programs to include Information Security, Personnel Security, Security Education and Training defined by the AR 380-series regulations. Development, planning, oversight, administration, management, implementation, and enforcement of Defense Civilian Intelligence Personnel system (DCIPS) intelligence-related multi-discipline security functions. Establishes and advises policy, practices and metrics that reflect the security posture of the intelligence related activities. Initiates programming, budgeting and manpower actions to address requirements of the security program.

Requirements

• Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Position may be designated Emergency Essential (E-E) in support of mobilization and wartime mission. Must be exempted from military recall status and willing to comply with other Emergency-Essential requirements to obtain and maintain the position.
• Must pass a medical examination and receive required immunizations for the overseas/deployed location. Prior to appointment to the position, will sign a statement agreeing to the E-E condition of employment.
• Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within first two years of employment.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.

Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
