You will serve as a PROGRAM MANAGER in the Industrial Operations Directorate (SEA 04), Naval Shipyard Operations Department (04X) of NAVSEA HQ FIELD SUPPORT.
Duties
You will be responsible for oversight of Shipyard performance at their assigned Shipyard, with the exception of project performance, which is the responsibility of the Submarine and Carrier Program Managers.
You will assess Command culture and Command leadership efforts to improve culture.
You will coordinate oversight of Shipyard performance using an oversight strategy that considers risk, follow up of corrective actions, and Command self-assessment effectiveness.
You will coordinate oversight efforts with other oversight organizations, including Naval Reactors and Fleets.
You will review, prepare and present various data analysis regarding Command performance. Two areas that require highest level of attention are safety and fire prevention/response.
You will self-assess SEA 04 support of Command and identify and assign action for improvement.
You will assess quality system performance, to include review of incident and team learning session reports, and validate Command is trending its quality performance and taking action to correct declining performance.
You will verify the Command is operating in accordance with the Standard Naval Shipyard Organization Manual and that the Command is seeking/sharing best practices with other Shipyards.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing acquisition life cycle programmatic requirements, procedures and policies to support shipyard operations or programs.
