The purpose of the position is to perform as a Contract Specialist responsible for all aspects of the contracting transaction from initiation to recommendation of award for the procurement of commodities or services. The incumbent of this position reports to the Contracting Officer.

Duties
Request For Proposal (RFP) development, cost and price analysis, contract negotiations, pre-award conferences, contract monitoring and contract close-out.
Review of Requests for Contracts and supporting documentation to insure that funds are available and that the services may legally be purchased through contracts.
Prepares contract modification, including those for additional services, carry-over of previous year funds and supplemental funding modifications.
Monitors contractor's performance through telephone conversations, correspondence, reports, vouchers and visits to contractor's facilities.
Evaluates and monitors audits received for identified findings and quality of underlying audit work.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Basic Requirements for GS-5 through GS-12
A 4-year course of study leading to a bachelor's degree with a major in any field; OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-11: 1 year of Specialized experience equivalent to at least GS-9 such as: Review requisitions to determine method of procurement. Perform contracting methods and contract types relating to the performance of pre-award and post-award. Evaluate bids or proposals for compliance with specifications or purchase descriptions. Negotiate prices. Monitor contractor responsibility; OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree
GS-12: 1 year equivalent to at least next lower grade level such as: Responsible for pre-award through post-award health related, regulatory functions. Incorporate Federal Acquisition Regulations (FAR) and policies in preparing solicitation documents, technical proposals, and cost data requirements. Ensuring submission of progress reports, make periodic visits to the contract's facility or work site. Expert in contract audits.
Selective Placement Factor:
GS-11: Have a current Federal Acquisition Certification in Contracting (FAC-C), or equivalent Defense Acquisition Workforce Improvement Act (DAWIA), Level I certification.
GS-12: Have a current Federal Acquisition Certification in Contracting (FAC-C), or equivalent Defense Acquisition Workforce Improvement Act (DAWIA), Level II certification
AMENDMENT: This position requires the Federal Acquisition Certification in Contracting (Professional) (formerly FAC-C) or the Certified Acquisition Professional: Contracting Professional (formerly DAWIA).
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
