This position is located within Occupational Safety & Health Service at the VA Long Beach Healthcare System in Long Beach, CA. The primary purpose of this position is to support VA's Green Environmental Management System (GEMS) implementation and play a central role in planning and administering environmental protection programs.
Duties

Major Duties:
Exercises responsibility for GEMS program planning and implementation to assure compliance with environmental laws and regulation.
Completes permits and leads facility self-assessments, inspections, and other environmental
investigations.
Administers the GEMS program and is responsible for management of GEMS activities and internal reporting activities.
Advises senior level management officials within the facility on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements.
Interacts with federal, state, and local environmental agencies with respect to facility environmental issues.
Schedules and leads environmental audits to identify and evaluate program implementation and compliance activities.
Trains other employees and lower grade environmental staff, providing instruction on a variety of subjects related to specific and specialized environmental topics.
Adapts various available media to fit special and unique training requirements and participates in the development of novel or innovative environmental training and promotion activities.
Participates on the facility GEMS committee.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position you must possess at least one of the following:
EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience: Experience executing and managing an environmental protection program designed to ensure compliance with Federal, State, and Local regulations governing at least four of the following areas: air emissions, hazardous materials, hazardous waste, water quality, and the storage of regulated substances in underground storage tanks. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.
OR
EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
