Duties
Duties include but are not limited to the following:
Reviews construction projects plans and specifications for pollution control features to ensure compliance with established standards.
Advises management of any permit requirements needed to comply with federal, state, or local administrative requirements.
Resolve difficult/complex technical, project management, and/or organizational problems using innovative and original approaches.
Perform work planning, designing, constructing, modifying or improving, and maintaining facilities either by in-house or contractual effort.
Provides guidelines to improve operation and maintenance of environmentally related system sand functions.
Review how expansion, modification, closure of existing facilities and infrastructure, new construction of structures and/or infrastructure will affect the environment.
Attends committee meetings and joint field inspections to determine whether existing facilities comply with applicable environmental standards and, in the case of non-complying facilities, to determine requirements and methods for compliance.
Document/record and track regulatory audits i.e. tracking facility surveys, VA and external audits/inspections, and action plans on VHA nationally designated tools/tracking systems specifically for the GEMS Program.
Maintains current files of local, state, and federal pollution control regulations and serves as the technical authority on the requirements of these regulations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: In addition to meeting Time and Grade: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing an emergency response program for a large medical center; interpreting and implementing an emergency management policy directives or applicable procedures, pertinent laws and local and federal policies; developing, guiding, inspecting a healthcare-associated emergency management; identifying life safety hazards such as bio-hazards; considering decontamination for hazardous situations; resolving or mitigating hazards.

Physical Requirements: The work assignments regularly involve long periods of walking, standing, bending, lifting, climbing, stooping or crawling to observe work operations in a storage area or warehouse or during surveys, audits, full-scale, drills and exercises or an activation of emergency procedures. The work may require the employee to carry, erect/install and maintain equipment such as tents or shelters. Conditions can be primitive with little or no shelter, electricity or water with potential for prolonged periods without rest. Emotional stability, the ability to effectively and efficiently function during a crisis; ability to make important recommendations and decisions and provide critical information in a professional and unbiased manner is essential to the position.
