This Social Work HUD-VASH Program Manager Social Work Program position is assigned to the HUD-VASH Program located at the VA Boston Healthcare System in Boston, Massachusetts.
This position is full-time at 40 hours per week.
Duties
The HUD-VASH Program Manager serves as the VABHS primary point of contact for the National HUD-VASH Program, VISN level and is assigned to manage, direct, and oversee this major specialty program at the facility, VISN or VA Central Office level. Office of Social Work Services, VACO and is responsible for data collection, administrative record keeping, and monitoring patient or program clinical indicators, thresholds, and performance measurements. Additionally, they develop working relationships and agreements with other organizations and directly coordinate with the designated PHAs regarding housing voucher application and award processes for each veteran. They are responsible for reviewing the agreements between Section 8 landlords and property management companies, 9 Public Housing Authorities (PHAs), active, pending and potential Project-Based housing opportunities and the VA to establish appropriate referral sites for placements. The incumbent and their staff regularly meet with Continuums of Care in the community to formulate and develop plans for collaboration of service provision and seamless transition and care for veterans experiencing homelessness on all levels. They work actively to develop VA and community collaborations to provide permanent housing opportunities for HUD-VASH eligible veterans.
The incumbent establishes, implements, and maintains referral and screening procedures for potential HUD-VASH participants that meet national policy as well as the needs of medical center's social work, mental health and primary care healthcare services and residential programs. Referral, screening and admission criteria recognizes program eligibility, prioritization of subsets of the homeless veteran population, requirements of the PHAs, and other policy, regulation, or law pertaining to program administration. The incumbent advocates and promotes a multidisciplinary team approach and make sure that these criteria and procedures are maintained.
The HUD-VASH Program Manager operates in accordance with Social Work Services (SWS), Health Care for Homeless Veterans Program (HCHV) and Medical Center policy related to clinical care, documentation, safety, and information security. They serve on the VABHS CARF and Quality Assurance Committees and ensure that the operations of the HUD-VASH Program meet accreditation standards from The Joint Commission, CARF and other accreditation bodies. They provide analysis and evaluation of program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. They take on collateral duties as assigned when needed and/or requested.
They are responsible for ensuring regular reconciliation of the HOMES system and all documentation and programmatic updates, policies, handbooks and procedures. They oversee a comprehensive tracking system and database that assists HUD-VASH providers to meet programmatic needs and deadlines.
They must have the ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. They perform accountability functions, completing statistical, administrative, staffing studies, Annual Reports, Business and Accessibility plans and all other reports in accordance with Social Work, Healthcare for Homeless Veterans, VABHS policies and accreditation standards. Develop and monitor staff compliance with practice, standards and guidelines.
They conduct annual SOAR analyses with staff and community providers in order to devise and implement the annual HCHV Strategic Plan keeping the program current with the latest evidence-based practices, trends and initiatives. They have skill and qualifications in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. They must have skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure: Possess a full, current, and unrestricted license or certification to independently practice social work at the master's degree level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-14 Social Worker (Program Manager)
In addition to the Basic Requirements the following requirements must also be met:
Experience: One year of experience at the GS-13 grade level.
AND
Knowledge, skills, and abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs:
(a) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
(b) Ability to translate management goals and objectives into well-coordinated and controlled work operations.
(c) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
(h) Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
Preferred Experience:
Experience supervising other leaders/supervisors
Experience acting as a brand ambassador and collaborating with community agencies on a local, state and federal level
Familiarity and ability to educate others on principles of housing first, trauma informed approach, harm reduction and supported housing
Ability to translate national goals to a local context
Ability to oversee a comprehensive tracking system and database
Ability to organize and maintain clinical care, documentation, safety and information security
