The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel, and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.
If you are an experienced innovator, the Training and Communications Branch Chief position will provide you a rare and exciting opportunity to immediately impact the IRS Office of Chief Counsel. You will lead a consistently high-performing group of experienced specialists and will have the opportunity to collaborate with a supportive executive team currently exploring options for reconfiguring and modernizing the design and delivery of established litigation, technical, support staff, and management curricula. You will be able to use unusual latitude and flexibility to make your mark in a flagship organization as you guide and own progressive changes to an already solid training function.

Qualifications

To qualify for this position of Supervisory Human Resources Director (HRD) you must meet the qualification requirements listed below by the closing of this announcement:
For GS-14:
Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Developing training programs involving technologically advanced methods of presentation; AND Planning and organizing the work of a training unit; AND communicating orally and in writing with top officials to encourage innovation and explain complex procedures. Desirable, but not required is expertise with audio-visual equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
