Duties
Responsible for the coordination; implementation and monitoring of the institution's training and employee development program, and is the primary advisor to the Warden in matters relating to the management of the Employee Development Department. Works with institutional department heads to assure adequate training plans exist to train probationary staff, and assists as necessary in the instruction of trainees enrolled in institution training courses. Trains and develops in-house trainers and instructors in teaching concepts and techniques. Responsible for the oversight, coordination, implementation and monitoring of the institution's training and employee development programs. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
GS-11:
Experience in identifying employee’s training needs.
Experience with aligning training with our agency’s mission.
Experience in providing logistical support, presentation assistance, summarizing evaluations and cost analysis with local training classes.
Experience that demonstrates customer service skills.
Experience providing input regarding training expenses and complete cost savings research.
GS-12:
Experience in assessing employees’ need for training.
Experience with aligning training with organization’s strategic goals.
Experience in providing logistical support, course development, delivery, evaluation, process measurements, and cost management.
Experience in building solid cross-functional relationships.
Experience in creating a training budget and keep operations within budget.
OR Combination of Education and Experience GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
