The Deputy Associate Director, Federal Staffing Center (DAD FSC), Human Resources Solutions (HRS) is responsible for managing, directing, and evaluating subordinate organizations providing services in the areas of USAJOBS, USA Staffing, USA Hire, Staff Acquisition, and Talent Acquisition Data Analytics Group.
Duties
As the Deputy Associate Director Federal Staffing Center, you will be part of HRS, OPM. The FSC delivers products and services that support the activities of Government agencies to cultivate viable sources of quality candidates for employment and delivers a wide variety of reimbursable services to enable client agencies to recruit, assess, select, and retain a high quality, diverse workforce. If selected as DAD FSC, you will be responsible for:
Overseeing the provision of reimbursable consulting activities/services to Federal agencies nationwide, such as workforce and succession planning, employment branding, high-volume testing and applicant examining via automated staffing systems, program management for government-wide technology solutions (i.e., USAJOBS, USA Staffing, and USA Hire), and data analytics;
Directing the planning and execution of programs and policies for the FSC, including establishing overall goals and objectives, determining workforce requirements, measuring performance, identifying, and addressing skills deficiencies, and conducting long-term planning;
Coordinating and integrating with the other HRS components, as appropriate, to develop and deliver comprehensive reimbursable "cradle to grave" HR services to client agencies;
Identifying public relations strategies to promote the value and expanded usage of reimbursable solutions in the areas of recruitment, examining, test administration, human capital technology;
Delivering a wide variety of reimbursable services to client agencies including but not limited to online test administration via USA Hire, staffing agency jobs including developing announcements, developing assessment tools, Scholarship for Service program leadership and implementation, developing IT staffing solution, and workforce and succession planning, including development of strategies to address identified agency-specific needs and organization design services; and
Engaging with senior leaders across the Federal government to ensure products and services are responsive to customer requirements and to gain insights for ongoing design and innovation.
Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs), listed below.

Technical Qualifications (TQs):
Demonstrated knowledge and senior-level experience in developing and administering Federal Talent Acquisition principles, programs, services, and technology solutions to enable mission delivery for a large, complex organization.
Demonstrated ability to work collaboratively with internal and external stakeholders to develop a strategic vision and set of priorities for a fee-for-service (e.g., revolving fund) organization and then successfully leading and driving implementation in a complex and demanding environment. Indicate experience in establishing goals, performance, and accountability measures to ensure timelines are met, work is performed efficiently, and solutions meet goals and customer needs.
