Tibor Rubin VA Medical Center (VAMC) is recruiting for one (1) Utility Operations Group Supervisor in Engineering Service. The primary purpose of the position is to perform primarily the duties of a Utility Operations Group Foreman (Supervisory) in the Utility Operations Group & is accountable for 30 FTEE, covering three (3) Units and five (4) separate occupational trades ranging from supervisory to worker level.

Duties
Duties include but limited to:
Serves as the technical expert within the areas of responsibility, and advises senior management on long term strategic plans, future construction requirements, emergent needs, and other relevant requirements.
Works collaboratively with other facility departments to manage the repair, maintenance or replacement of any maintenance system required to support VHALBHS clinical and administrative operations.
Responsible for the establishment and execution of overall maintenance and operational program in accordance with manufacturers' recommendations, facility policies, VA Directives, accreditation requirements, and other applicable regulations.
Develops, maintains, and implements an effective preventive maintenance program ensuring that equipment for which incumbent is responsible is maintained properly to minimize downtime.
Responsible for all personnel and administrative matters involving the Utility Group, including time and attendance, personnel actions, recruitments, performance evaluations, equipment inventory, and financial management.
Inspects and maintains inspection records to ensure the maximum efficiency is being obtained, VA regulations are being complied with and that the Utility Group meets VA standards and Medical Center established procedures.
Investigates work requests submitted to Engineering Service to determine complexity, time requirements and materials required, determines how work is to be accomplished, and inspects work performed by employees for timeliness, workmanship, and completeness.
Determines needs and submits orders for materials, equipment, and tools required.
Interacts fully with higher level management, external stakeholders, and other Services to plan, develop, coordinate, and complete maintenance and repair activities, station level projects, and construction project development.
Develops, maintains, and implements effective safety programs, establishes maintenance procedures and training programs.
Work Schedule: Monday to Friday, 7:30 a.m. - 4:00 p.m.

Physical Requirements/Working Conditions: Must be physically able to stand, walk, bend, reach, push, pull, climb ladders and scaffolds, and occasionally work in cramped areas. Work is usually performed in areas that are adequately lighted, ventilated, and heated. Floor and deck surfaces are sometimes uneven, oily and slippery. The incumbent is frequently exposed to moving objects and sharp edges with the possibility of cuts and bruises, and to noise, vibration, dirt, dust, grease and other hazardous conditions associated with maintenance, repair and construction activities. Various protective devices such as hard hats, gloves, hearing protection, safety shoes, and glasses are frequently used.
