This position is located within the Department of the Interior, Bureau of Ocean and Energy Management (BOEM), Pacific Regional Office, Office of Environment, Environmental Analysis Section, Camarillo, CA. Salary Information GS-12 $95,905 - $124,677.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Duties

At the full performance level GS-12the major duties of this position include, but are not limited to the following: 1. Serves as one of the Region's experts on environmental analyses and compliance while evaluating activities conducted for oil and gas or renewable energy installation or decommissioning, or pipeline repair or installations. 2. Serves as a technical advisor to the project leads and the Environmental Analysis Section (EAS) Chief on NEPA, CEQ Regulations, the Outer Continental Shelf Lands Act, and other laws and regulations. 3. Serves as an authority on federal and state regulatory and legislative requirements for environmental considerations in federally permitted activities, toward environmental aspects of OCS development and coastal zone management. 4. Communicates technical information on environmental analyses and compliance using written reports and oral presentations and communicates technical information to industry officials and at times the public. Contributes to and edits environmental and related documents. 5. Develops and maintains liaisons with federal and state resource agencies and other local groups through contacts and when they are cooperating agencies under NEPA, to determine issues and concerns, ensure their involvement in the NEPA document and obtain the most current up-to-date information base for environmental analyses. 6. Coordinates with staff and helps develops timelines and schedules, and guidance for the scientific staff to use while they develop, evaluate, review, and organize their analyses for NEPA documents. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.To qualify for the GS-12 you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all): Applying National Environmental Policy Act policies and procedures to the environmental review processes of energy development projects and their effect on human and marine environments; AND experience in Applying one or more of the following laws and their implementing regulations to the environmental review process: (1) Clean Water Act; (2) Clean Air Act; (3) Endangered Species Act; (4) Marine Mammal Protection Act; (5) Magnusson-Stevens Fishery Conservation and Management Act; (6) Migratory Bird Treaty Action; and/or (7) Section 106 of the National Historic Preservation Act.
