Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Pacific Outer Continental Shelf (OCS) Region (POCSR), Office of the Regional Director, Environmental Compliance Section in Camarillo, CA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Conducts offshore verification activities, to include: water quality sampling and inspections; marine trash and debris inspections; offshore operator training verifications; conditions of approval and mitigation measure verification; inspection activities pertaining to the development of renewable energy; and performing any other offshore inspection or environmental compliance presence as directed. 2. Develops and recommends enforcement action to the Regional Environmental Officer for all Outer Continental Shelf (OCS) environmental compliance issues, both those initiated by The Bureau of Safety and Environmental Enforcement (BSEE) and those referred to BSEE by other agencies and the public. 3. Analyzes information needed to: monitor and evaluate the effectiveness of compliance and enforcement; support Departmental and Bureau program priorities; and provide requested inputs regarding Departmental and Congressional inquiries. 4. Performs analyses of National Environmental Policy Act (NEPA) documentation in the performance of reviewing and approving permit applications. 5. Participates in task forces, workgroups, and other meetings with other agencies, states, lessees, and other interested parties, where issues in environmental compliance and enforcement matters require resolution, and environmental compliance and enforcement expertise is required. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Drivers License Requirement: Note: You may be required to operate a motor vehicle while traveling; therefore you must possess a valid state driver's license. Physical Requirements/Medical Requirements: Note: Incumbent must be able to pass a pre-employment physical as per the BSEE Medical Standards. Note: Inspections and audits require visits to offshore sites and installations at least 20% of the time. Inspections require travel by helicopter, and sometimes boat, to field locations. The work requires inspections, where there are extended periods of crawling or stooping in restricted areas or climbing tall ladders to gain access to large equipment and facilities. The employee must be in good physical condition to work under such demanding physical conditions most of the day. Work Environment: Note: The work is performed and conducted in both an office setting and through field visits. Inspections and audits are conducted in an offshore environment, in close proximity to equipment and chemicals associated with oil and gas production. The employee may work at great heights on large pieces of equipment and may be exposed to extreme weather conditions. The work environment contains elements of exposure to potentially dangerous situations. The employee wears hardhats, safety glasses, and takes other various safety precautions. The necessary travel to and from offshore locations is accomplished by Government motor vehicle, contracted helicopter, and company furnished boat Salary Range Information: GS-13: ($114,044 - $148,255) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Preparing and reviewing all or portions of National Environmental Policy Act (NEPA) and/or Coastal Zone Management Act (CZMA) documents such as Categorical Exclusion Reviews, Environmental Assessments, Environmental Impact Statements, consistency determinations, or consistency certifications. 2) Determining the effects of oil and gas energy, renewable energy, marine minerals, and/or alternative use activities on marine and coastal environments in order to monitor and establish effective mitigation measures; and 3) Developing, scheduling, coordinating, and managing projects and resources.
