This position is located in the Department of Policy and Evaluation, within the at the Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.

Duties

Ensures accurate, timely and actionable monitoring and evaluation of MCC funded programs to support agency accountability and learning. Engages on program design to ensure the problem to be solved and the theory of change are clearly defined, supports the establishment of M&E plans in coordination with partner country counterparts, Assumes full technical responsibility for conceptualization and implementation of MCC's monitoring and evaluation in assigned countries and provides quality control in line with MCC policy and guidance for all such work. Provides technical support to country teams on the development and updating of logical frameworks (theories of change) and issues related to the definition, measurement, and quality control of program performance indicators. Provides independent analysis and interpretation of country performance data, ensuring the quality and accuracy of data included in MCC communication and reporting materials. Establishes the scope and oversees the implementation of independent evaluations of MCC programs by independent contractors, including developing Terms of Reference and other contract documents for undertaking M&E activities and disseminating results internally and externally. Establishes and maintains close working relationships with partner country counterparts to assist them in properly carrying out their M&E responsibilities. Leads a practice area within the MCC M&E team portfolio and develops internal and external policy or guidance. Mentors junior staff on the MCC M&E team. Performs other duties as assigned.

Qualifications

To qualify for pay band 3B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: leading programs and resources related to the monitoring and evaluation of long-term international assistance programs in developing countries; formulating and implementing plans to improve monitoring and evaluation policies, practices, methods, as they relate to economic development in developing countries; and representing an organization in various forums to present information, particularly program results, and negotiate issues. NOTE: This experience MUST be well documented on your resume or application). To qualify for pay band 3B applicants must meet the following: Have at least one year of specialized experience comparable to the Pay Band 3b or GS-14 or an equivalent level, which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is defined as experience leading and managing programs and resources related to the monitoring and evaluation of long-term international assistance programs in developing countries; experience formulating, implementing and overseeing plans to improve monitoring and evaluation policies, practices, methods, as they relate to economic development in developing countries; and experience representing an organization in various forums to present information and negotiate issues. NOTE: This experience MUST be well documented on your resume or application). PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work.
