This position is located in the Department of Homeland Security, U. S. Coast Guard, Assistant Commandant for C4IT (CG-6), Office of Enterprise Architecture & Communications Policy, Spectrum Management & Communications Division, Washington, DC.    

Duties

As a Telecommunications Specialist, this position provides telecommunications and spectrum support. Work involves very difficult assignments with far reaching impact on major Command and Control and communication systems or networks of a conventional or tactical nature.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one year probationary period may be required.
  • This position requires a Secret clearance.

Qualifications

To qualify for the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience includes: Experience reviewing, conducting or participating in audits of programs and projects. Experience drafting and publishing policy. Experience conducting analysis and review of reports using standard communications engineering practices to ensure protection of critical RF mission spectrum. To qualify for the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Managing communication spectrum and the terrestrial and maritime domains at the national and internal level. Serving as a principal advisor for communications and spectrum resources. Performing frequency and communication planning. Overseeing the issuance of regulatory equipment authorizations. Creating, modifying, or maintaining communication and spectrum policies and secures agreement with agencies. Serving as a representative to national and international communication regulatory standards bodies. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education
