Duties
If selected for this position, you will join a well-respected Public Affairs team that is responsible for assisting in the planning, organizing, preparing, and executing complex and diverse communication strategies to carry out public affairs activities. The incumbent will collaborate with the senior public affairs staff to plan and implement district-wide campaigns to convey complex information concerning initiatives, programs, and operations, with the focus in social media initiatives concerning the U.S. Attorney's Office for the District of Columbia (USAO-DC).
Typical work assignments will include:
Providing technical social media assistance to the Public Affairs Officer (PAO), the Public Affairs team, and the Front Office's executive staff. Establish and maintain standard operating procedures (SOPs) and work processes to ensure social media programs and delivery strategies are utilized effectively and efficiently.
Collaborating with the PAO to manage the agency's presence on social media networking sites (i.e., Facebook, Twitter, YouTube, Tik Tok, etc.) and other similar social media community sites; posting on relevant blogs and seeding content into social applications.
Posting news releases and other items of public interest, updating the website to ensure that all information is current and accurate in compliance with the Department of Justice quarterly certification as to accessibility and security standards.
Developing content for use in social media, which involves developing regular content for multiple social media platforms in order to create, update, and monitor the USAO-DC's outreach efforts; creating strategies and supporting its social media presence and coordinating development and implementation of web content requirements with the staff of the Information Technology Division, ensuring compliance with all Department guidance and policies.
Collaborating with the PAO to develop and manage social media strategies to create appropriate messaging about priorities and initiatives of the USAO-DC; assisting in planning, implementing, and managing social media messaging and social media/social networking programs; supports the planning, development, and use of social media tools; and assists in developing strategic digital media strategies to promote USAO-DC messages and overall communications plan.
Collaborating with the IT Staff to install, modify, and adapt photographic and video techniques and processes for the purpose of the USAO-DC's social media pages, web designs, presentations, briefings; produces computer graphic designs and animation by using state-of-the-art computer graphic applications and programs; and designs and produces complex graphic designs, layouts, and animation.
Developing methods and analytical tools to understand social media and online customer information needs, and the tracking of metrics or data analysis to assess and evaluate the effectiveness of social media initiatives against organizational objectives.
Presentation of information to a variety of groups or organizations working in support of, or opposing the policies, programs or work of the agency by using a variety of communication methods/techniques in devising the appropriate communication method designed for each public affairs event.
Ensuring that all information being disseminated is accurate, complete, and intellectually honest; that sensitive or classified information is protected from unauthorized disclosure; and that information reflects the policies, views, and program initiatives of the Department and the Office.
Coordination, solicitation, and management of all aspects of public appearances and press conferences, including notification of appropriate persons and confirmation of date, time, location, security, audience, and subject matter.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
QUALIFICATIONS: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, OR Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to GS-9 level work in the Federal service. Specialized experience is defined as experience that has equipped you with the competencies needed to perform the job duties. Specialized experience is defined as experience in assisting in the planning, organizing, preparing, and executing complex and diverse communication strategies to carry out public affairs activities and to promote programs, products, policies, and/or services of an organization/company. Specialized experience is further defined as presenting material to promote the organization's position and educate the public about the District's initiatives, programs, operations, and policies; ensuring information is accurate, complete, intellectually honest, and that sensitive or classified information is protected from unauthorized disclosure; preparing and editing written communication materials related to crime, law enforcement actions, legislation, trials, court decisions; (i.e., news releases, fact sheets, brochures, blogs, web pages, etc.) for staff members; establishing and maintaining effective social media communication with the public and news media on behalf of an organization; and advising senior level management on social media communication needs; presenting material to promote the organization's position, initiatives, programs, operations, and policies through social media and website production.

Education: One of the following types of education in a related field: Ph.D. or equivalent doctoral degree: OR
3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Education at the graduate level must be in an accredited college or university.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 3 full years.

Education
