This is an appointment under the DOL Recent Graduates program. The program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.
This position is inside the bargaining unit.
Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.
The entire duration of the Recent Graduate Appointment constitutes a trial period.
Duties
This is a career ladder progression position; the duties described below are at the full performance level, GS-11. If selected at a grade below GS-11, the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor or a senior level employee provides specific instruction and guidance. Qualifications
This position has an Individual Occupational Requirement (IOR), as described below:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
or
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
For the GS-07:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-5), in the Federal service or equivalent experience in the private or public sector performing professional accounting work that demonstrates a substantive knowledge of accounting and financial management.
GS-7 applicants must meet ALL of the following:
Experience entering data into agency financial accounting systems.
Experience maintaining accounting records.
Experience applying accounting and financial laws and regulations.
Experience examining accounting problems.
OR, I possess 1 full year of graduate level education that provided the knowledge's, skills and abilities necessary to do the work of this position.
OR, I possess superior academic achievement as demonstrated by my class standing. I graduated in the upper third of my class or major university subdivision based on completed courses.
OR, I possess superior academic achievement demonstrated by my grade point average (GPA). I have a cumulative undergraduate GPA of 3.0 or higher out of a possible 4.0 based on 4 years of education.
OR, I possess superior academic achievement as demonstrated by my grade point average (GPA). I have a GPA OF 3.5 or higher out of a possible 4.0 in courses completed during the final two years of the curriculum.
OR, I possess superior academic achievement demonstrated by my election to membership in a national scholastic honor society.
For the GS-09
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-7), in the Federal service or equivalent experience in the private or public sector performing professional accounting work that demonstrates a substantive knowledge of accounting and financial management.
GS-09 applicants must meet ALL of the following:
Experience reviewing data, balances and processes entered into the agency financial accounting systems.
Experience maintaining, reviewing and updating accounting records.
Experience applying accounting and financial laws and regulations.
Experience examining and reviewing accounting problems to make suggestions or recommendations.
OR, Posses a master's or equivalent graduate or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
OR, Posses a combination of education and experience.
For the GS-11
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9), in the Federal service or equivalent experience in the private or public sector performing professional accounting work that demonstrates a substantive knowledge of accounting and financial management.
GS-11 applicants must meet ALL of the following:
Experience analyzing, evaluating, and reconciling accounting system data, balances, and processes.
Experience reconciling subsidiary accounts to general ledger accounts.
Experience interpreting and applying accounting and financial laws and regulations.
Experience applying accounting and analytical techniques to solve and make recommendations of accounting problems to leadership.
OR, Posses a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR, Posses a combination of education and experience.

To be eligible for an appointment, you must meet requirements A. or B.
A. Completed all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years;
or
B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification.
