Duties
As the Deputy Associate Administrator for Safety you will have the following duties:
Evaluates nuclear safety and Safety & Health issues and provides technical advice and information to the Central Technical Authority, Cognizant Secretarial Officer for Safety, and other senior NNSA officials.
Prepares NNSA policy, guidance, and expectations for the implementation of safety requirements and guidance. Implements an integrated approach to customer and stakeholder needs in the development and maintenance of nuclear safety and environment, safety, and health (ES&H) policy.
Supports NNSA line management in working with the Defense Nuclear Facilities Safety Board (DNFSB). Provides advice to line management on DNFSB-related issues.
Oversees the program management of the Nuclear Criticality Safety Program (NCSP) to provide sustainable expert leadership, direction, and technical infrastructure needed to develop, maintain, and disseminate essential technical tools, training, and data to support safe, and efficient fissionable material operations. Oversees the program management of the Nuclear Safety Research and Development (NSR&D) Program.
Maintains operational awareness of contractor safety management program performance in conjunction with the field offices. Drives continuous improvement by sharing of lessons learned, trending, and implementation of metrics to evaluate overall safety management program health.
Conducts Biennial Reviews and other types of reviews of NNSA sites and activities, as required by DOE directives, or as directed by senior management, to ensure that nuclear and non-nuclear safety requirements and guidance are implemented appropriately and effectively.
Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources.

Your responses must demonstrate possession of these qualifications; typically acquired through education, experience, or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs. Failure by a non-Senior Executive Service member to upload a narrative statement addressing each of the ECQs and MTQs will result in loss of consideration.
Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.
There are five ECQs:
ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
MTQ 1:Describe your experience in providing technical advice regarding nuclear safety, environment, safety, and health programs, and other safety matters, relative to a highly complex, geographically dispersed technical organization.
MTQ 2:Describe your experience as it pertains to nuclear safety, environment, safety, and health matters, in developing/evaluating strategies, policies, and directives required to achieve regulatory and management goals/objectives.
MTQ 3:Describe your experience directing the day-to-day operations of a complex organization, managing highly technical personnel to achieve high-level goals and objectives.
MTQ 4: Describe your demonstrated experience in leading strategic efforts in national security, facility management, and/or site operations to ensure long term viability of organizational assets.

Education
This position does have a positive education requirement in Engineering (801 series).
801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
