The Battle Creek VA Medical Center is recruiting for a Management & Program Analyst. The Management & Program Analyst will function under the Facilities Management Service.

Duties

Provides implementation, oversight, and management of the computerized Work Order Data Management program. Performs a variety of data analysis, training and administrative functions relating to the evaluation of the effectiveness of the Work Order Program, in conjunction with the space and equipment tracking program that interfaces with several other support services. Serves as Site Administrator, and Subject Mater Expert (SME) with additional duties that include adding users and assigning and controlling security groups, training, customer support, and planning within the work order program. Develops reports by pulling data from Asset, Work Order, Preventative Maintenance ,and the Space applications ensuring all facility management requirements are met. Independently performs work involving the compilation, and/or tracking of data and statistical information in support of Facilities Management program operations. Effectively communicates with many individuals and services, including journeymen, technical and professional clinical staff, and to successfully process technical information. Manages space inventory, including entering new room numbers, buildings and leased spaces into the Work Order Data Management program. Skill in creating/managing spreadsheets to track work orders and related processes using work order data management, and other work order tracking, space allocation and medical equipment tracking methodologies. Must be able to move independently through the medical center, climb ladders and stairs to review equipment in attics, basement and mechanical rooms. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 80 hours bi-weekly, Monday - Friday 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 and for the GS-9 you must have 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: I have at least 1 year of specialized experience equivalent to the GS-06 level in the Federal service. Examples of specialized experience would be experience that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled. Specialized experience may include but is not limited to: performs work involving the compilation, and/or tracking of data and statistical information; reviewing and reporting of data/statistical results of computerized data sets, performs a basic analysis of sampling plans and other data collection forms; assists with coordinating incoming data from a variety of sources, reviews documents, reports, and/or applications for omissions and/or inconsistencies, and assists with ensuring data entry is complete and accurate; enters pertinent information into automated tracking systems for retrieval and assists with maintaining these systems of program-specific data to track suspense's on items such as project milestones, progress reports, funding accomplishments, and compliance strategies, etc.; Aids in creating reports, queries, key performance indicators, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate level education. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs work involving the compilation, and/or tracking of data and statistical information; planning, reviewing, and reporting of data/statistical results of computerized data sets, and retrieves computerized data; performs a basic analysis of sampling plans and other data collection forms; coordinates incoming data from a variety of sources, reviews documents, reports, and/or applications for omissions and/or inconsistencies, and ensures data entry is complete and accurate; enters pertinent information into automated tracking systems for retrieval and maintains these systems of program-specific data to track suspense's on items such as project milestones, progress reports, funding accomplishments, and compliance strategies, etc.; Aids in creating reports, queries, key performance indicators, etc. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., if related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. You must have a combination of specialized experience and education beyond the first year of graduate level education. Physical Requirements: The work is primarily sedentary, although some physical effort may be required. Incumbent must be able to move independently through the medical center, climb ladders and stairs to review equipment in attics, basement and mechanical rooms. Incumbent must possess visual and hearing acuity to communicate with both staff and Veterans. Incumbent must be able to manipulate a keyboard and use a personal computer. Incumbent must be able to communicate orally. Must also be able to carry at least 25 lbs.
