Position performs duties contributing to the overall coordination and direction of the Enrollment and Eligibility Section. Providing accurate and appropriate guidance and instruction in the administrative programs that serve efficient and effective service to the Veterans, involving continuous assessment and review of programs, including analysis of productivity, effectiveness, and efficiency. Work involves establishing criteria that measures/predicts the attainment of program goals/objectives.
Duties
Serves as the Lead Health Benefit Assistant assisting the manager of the Enrollment Program to include all administrative practices, health benefits eligibility determinations and all related aspects of the health benefits administration.
Performs technical activities involved with screening, processing and assisting Veterans, nonVeterans and beneficiaries seeking multiple medical treatment benefits.
Responsible for establishing procedures to ensure all "frontline" employees involved with Veteran patient contact during the intake and enrollment process receive periodic training and regular status briefings on the enrollment process and health benefits administration.
Responsible for back up to decedent affairs clerk for administrative duties and responsibilities facilitated by this office.
Assists in making burial or cremation arrangements; facilitates processing of death certificates; dispositions of remains from the morgue and administratively closes out all pending actions in the patient's medical record.
Keep in touch with the status and progress of work and make day to day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
Give on the job training to new employees in accordance with established procedures and practices.
Amend or reject work not meeting established standards. Refer questions or matters not covered by standards and problems in meeting performance standards to the supervisor.
Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care. Intervenes and resolves disputes between the veteran and other staff.
Analyzes and evaluates, on quantitative or qualitative basis the effectiveness of the local Enrollment Unit, FFP, and Decedent Affairs to ensure we are meeting established goals and objectives. Analyzes program performance data to identify problem situations.
Work Schedule: Monday - Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in developing internal audit systems for all programs that involve the use of databased reviews and analyses, systematic reviews, and special studies, to ensure accurate and legitimate uses of resources, an equitable distribution of workload, and a smooth and continuous process flow.
Experience with management, completion, and review of statistical data and prepares special reports as requested by supervisor, upper management, Chief, Business Office, VISN, or VACO.
Skilled in planning and carrying out multiple tasks, independently, constantly reviewing of procedures to improve the efficiency and productivity of organization and/or program operations.
Skilled in using sound knowledge of appropriate federal related laws, VA policies, guidelines and other regulations.
Experience with laws and guidelines to act as the station's final determination on the Veterans' eligibility for care (i.e. Public Law 104?262, DD?214, Certificate of Release or Discharge from Active Duty, DD256, Honorable Discharge, Award Letters, etc.)

Physical Requirements: The work is primarily sedentary. Some periodic walking, sitting, lifting and carrying of light items such as instructional materials, books and manuals are required.
