Duties

This Accountant position is located Financial Management Division, Financial Statements & Reports Branch, Chief Finance Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Prepares, coordinates and ensures that highly complex TSA financial statements, related footnotes, and supplemental information are timely and distributed in compliance with Federal laws and regulations related to the preparation of Departmental financial information. This includes preparation of the TSA's DHS TIER file which is used for the Government-wide Treasury Account Symbol (GTAS) reporting. Prepares and reviews highly complex and complicated general ledger balances and accounts to ensure completeness, accuracy, and compliance with Federal government accounting standards, and to guarantee the integrity of Transportation Security Administration (TSA) financial statements and reports. This includes researching abnormal balances and analytical differences. Identifies and initiates the research, coordination and implementation of procedures and solutions to financial reporting issues (including financial system issues), prepares financial statement estimates and periodically validates the reasonableness of estimates. Applies analytical techniques such as organizational analysis, task analysis, statistical analysis, interpreting and revising broad policy, regulatory guidance for use in developing work methods, improve operations, correct deficiencies and prevent recurrence of problems. Develops new and innovative methods for identifying trends and patterns; acquiring information and analyzing data; developing solutions; modifying systems to accept new kinds of data; presenting findings; and proposing new or modified financial management policies for use.

Qualifications

In addition to the Basic Education Requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing advisory services on new or existing policies or procedures to improve accounting processes; Advising on the policies, principles, laws, and/or regulations governing real property management, acquisition, and accounting; Performing, reconciling, analyzing and monitoring the full scope of financial activities (i.e. identifying abnormal general ledgers balances, analyzing budgetary vs proprietary balance relationships, reconciling subsidiary balances to the general ledger in the financial system) in compliance with, Federal Accounting Standards Advisory Board (FASAB), the U.S. Treasury, Office of Management and Budget, or other accounting standard-setting organization; Preparing clear and convincing presentations, briefing, and written materials to various levels of staff (i.e. senior level). You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

Basic Education Requirements

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.
