This position is located in the Bureau of Consular Affairs (CA), Front Office (FO). CA/FO, led by the Assistant Secretary and Principal Deputy Assistant Secretary, is responsible for achieving the mission of the Bureau. The highest priority of the CA Bureau is to protect the lives and serve the interests of U.S. citizens abroad. CA connects U.S. citizens to the world, and helps foreign nationals connect with the U.S., while safeguarding national security.
Duties
Coordinates Domestic and Overseas Outreach: Plans and coordinates domestic and overseas travel and diplomatic engagement by the CA/FO staff, specifically the Assistant Secretary and Principal Deputy Assistant Secretary
Plans & Oversees Bilateral Dialogues Preparation: Leads logistical and organizational preparations for Departmental annual Bilateral Consular Dialogues with key foreign governments; primary coordinator for CA's Bilateral Dialogues in Washington, D.C.
Staff Assistant Support: Serves as fully functioning Front Office Executive Assistant team member, as needed; assigns, tracks and edits policy briefs and memoranda from the Secretary and other senior principals to ensure timely and accurate responses

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in principles, methods, practices, and techniques of communication, organization, and event planning sufficient to plan and coordinate diplomatic engagement activities
Experience in demonstrating in-depth knowledge of Departmental organizational structure, established information flow processes, to effectively distribute information to internal and external audiences
Experience utilizing interpersonal skills to establish effective working relationships with a wide variety of stakeholders and organizations, share information, explain, and interpret policies and procedures
There is no substitute of education for specialized experience for the GS-13 position.
